"Freshman English Waiver / Credit Transfer" FAQs & New Regulations; (2) Procedures and Deadlines for Late English Credit Transfer Applications (Students must take full responsibility for late applications affecting graduation)

The Foreign Language Center hereby summarizes the following key points and new regulations regarding "Freshman English Exemption / Credit Transfer" for your information:

1. Institutional Changes to "English Credit Requirements" Starting AY 2025 (Exemption vs. Credit Transfer): In accordance with official correspondence from the Ministry of Education, English credit regulations differ between newly admitted students starting from AY 2025 and currently enrolled students admitted prior to AY 2025. Please ensure students pay close attention:
Newly admitted students starting AY 2025 (Subject to "Exemption"): Upon approval, no credits will be granted. Students must complete 4 credits in "Integrative General Education" or "Domain General Education" to make up the missing credits.
Students admitted prior to AY 2025 (Subject to "Credit Transfer"): Upon approval, 4 credits will be directly counted toward graduation credits.

2. Application Timelines for Credit Transfer and Exemption
Submission Period: From the beginning of each semester until the end of the "Special Circumstances Course Registration" period.
Important Notes: Please remind students to apply within the deadline. Late applications will only be accepted for graduating seniors (4th year and above); late submissions from non-graduating students will not be accepted.

For late applications of English credit transfer, the student's home department office must issue a formal special petition memo and route it for official review through the Foreign Language Center, Registrar's Division, Center for General Education, and other relevant units. Please refer to the attachment for a memo template.

Target Audience:
Graduating seniors or students extending their study period who have obtained qualified English proficiency test scores but failed to process English credit transfer within the prescribed deadline.
 
Application Procedure:
Late applicants may submit an application during the semester of their intended graduation. Late registration can only be processed after special petition approval. The detailed workflow is as follows:

Step 1: Apply to your home department office
Please contact your home department office, state your intention to process a late English credit transfer, and the department office will assist in issuing a formal special petition memo.

Step 2: Prepare application documents
Please prepare the following three documents and submit them to your home department office to be attached to the special petition memo:
(1) One copy of official transcripts for all academic years.
(2) One copy of the English proficiency test score report.
(3) One personal statement. The content must be personally written by the student, detailing the reason for late application. The end of the statement must include the student's original signature and date.

Step 3: Special petition approval process
The home department office will take your application documents, issue a formal special petition memo, and sequentially route it to the Foreign Language Center, Registrar's Division, Center for General Education, and other relevant units.

Step 4: Complete credit transfer procedures
After the special petition memo receives final approval: The home department office will send a copy of the approved memo to the student's email. (Takes approx. 5–7 days)

Please bring the following two documents in person to the Foreign Language Center to finalize the late credit transfer registration:
1. A copy of the approved petition memo
2. Original copy of the English proficiency test score report or certificate (for verification)
 
Power of Attorney / Proxy Instructions:
If the student cannot process the application in person due to compelling reasons, an authorized proxy may act on their behalf. The proxy must bring a "Power of Attorney Form" and relevant identity proof documents. Please draft the Power of Attorney form independently, ensuring it contains the following information:
* Reason why the delegator (the student) cannot apply in person.
* Department, grade level, and student ID number of the delegator (the student).
* Original signature of the delegator (the student).
* Photocopy of both sides of the delegator's (the student's) Student ID Card.
* Name, contact phone number, and original signature of the proxy (authorized representative).
* Relationship between the proxy and the delegator.
 
Important Notes:
Standard credit transfers have fixed application timelines; late applicants must undergo the special petition process. The deadline for late transfer processing in the first semester is around mid-January, and for the second semester, it is around mid-July. Students must carefully complete the process before the end of their graduation semester. The Foreign Language Center assumes no responsibility if a late application impacts your graduation eligibility.
Please make sure to submit the special petition application during your graduation semester to avoid affecting your graduation schedule.
