Delayed Public Access to Thesis/Dissertation (Applicable from AY 2025 onwards)

According to the latest regulations of the Ministry of Education (effective from August 2025 / Academic Year 2025 onwards), students who need to delay the public access (embargo) of their thesis/dissertation must submit an application prior to their degree examination. The examination committee members will review and confirm whether the thesis involves confidential information, patent applications, or matters restricted from public disclosure by law.

(I) Review Procedure:
Students must submit an application for thesis/dissertation embargo prior to the degree examination, which shall be reviewed and confirmed by the examination committee members during the oral defense.

(II) Review Requirements:
1. Matters involving confidentiality or legally restricted disclosure: Applicable laws/regulations or concrete factual evidence must be provided.
2. Patent matters: Patent application numbers or relevant application documentation must be provided.

(III) Embargo Period:
1. Each application for delaying public access to both electronic full-text and printed thesis/dissertation is limited to a maximum of 5 years, and renewal applications must be submitted each time.
2. For second or subsequent applications, approval must still be obtained from all original degree examination committee members, or reviewed and confirmed by departmental/institute faculty meetings.

(IV) Application Procedures
1. Thesis/dissertation has NOT yet been successfully uploaded to the NCKU Thesis and Dissertation System:
Prior to the degree examination, go to the "Graduate Degree Examination Online Application System" to (1) register thesis embargo application information (reasons, etc.), (2) print the Embargo Application Form, and (3) attach supporting documents for review and signature by the examination committee members during the oral defense.
Upload the 1-page PDF scan of the approved Embargo Application Form together with the full electronic thesis file to the NCKU Thesis and Dissertation System.

2. Thesis HAS BEEN uploaded to the NCKU Thesis and Dissertation System, but NOT YET sent to the National Central Library:
Please go to the Registrar Division's "Forms Download" webpage to download the (Click) "NCKU Thesis/Dissertation Embargo Application Form", and obtain review and approval from all original degree examination committee members or through the departmental/institute faculty meeting.
After completing all signature fields on the form, email it to the NCKU Library (etds@ncku.edu.tw) with the email subject: "Application for Thesis Embargo: Your Name and Your Student ID Number".

3. Graduated alumni (Thesis HAS BEEN delivered to the National Central Library) applying for thesis embargo:
(1) Go to the Registrar Division's "Forms Download" webpage to download the (Click) "NCKU Thesis/Dissertation Embargo Application Form".
(2) Obtain review and confirmation from all original degree examination committee members or through departmental/institute faculty meetings before submitting the application.
(3) The department/institute shall draft an official electronic document (dispatch note) to be routed through the Office of Academic Affairs and NCKU Library for final approval by the University President before handling embargo procedures with NCKU Library and the National Central Library.
1. The academic department must use the NCKU Electronic Official Document System to draft the official letter (Addressee: Original to National Central Library; Copies to NCKU Office of Academic Affairs, NCKU Library, and the applying department).
2. The official draft letter shall be submitted to the respective college Dean for review, concurrently routed to Academic Affairs and Library, and finalized at the presidential level.
3. In accordance with National Central Library regulations, the attachment to the official letter must include the Thesis/Dissertation Embargo Application Form along with relevant supporting documentation.


★★★ Important Notice ★★★
Students who completed their oral defense in AY 2024 but have not graduated (i.e., did not complete school leaving procedures before September 5, 2025) must strictly follow the new regulations for Academic Year 2025.
